This bears the name of the Marshal of France and Minister of War in 1867, Adolphe Niel (1802-1869), the originator of a law voted for in January 1868 regarding the reorganisation and modernisation of the army.
Its construction was completed in 1878. It originally consisted of three main buildings. Its general storehouses, located on the banks of the Garonne, were linked to the Compagnie d'Orléans by a section of railway. It was occupied by the general staff and the three companies of the 18th company of military train crews.
